June circular letters

This notification provides a brief summary of each AAR Circular Letter issued during the prior month. TrinityRail monitors these Circular Letters as they relate to or may impact TrinityRail’s fleet, its customers, its shop network and its manufacturing operations. Please click on the hyperlinks below to access the full circular. The circular number is hyperlinked to the TrinityRail QA Portal. Members of the portal will be able to open the Circular Letters and any attachments. Non-members will need to access the Circulars via their AAR Circular Subscriptions.

These Circular Letter – Quick Notes are intended to improve accessibility to the users and are not proof of revision to the AAR, MSRP’s, Office or Field Manuals per AAR MSRP-J M-1003 2.3.5.

Summary:
Car Repair Facility Labor Rate will be $130.83. This represents an increase of $0.19 from previous calculation. The changes to the rate were due to a general wage increase for one participant & updated surveys received for employer contributions to health & welfare, payroll, unemployment insurance & other direct labor expenses.

Subject: Supplemental Notification to AAR Component ID (CID)

Summary:
In addition to the AAR component tracking circulars (CPC-1375 & CPC-1378), this CPC clarifies the registration & permanent marking requirements for tank car PRV’s. For PRV’s manufactured after December 31, 2003, if the serial number are no longer identifiable on the PRV, the PRV must be scrapped, unless the equipment owner can provide traceability to the serial number through mechanical records.

In May 2021, several Circular Letters soliciting comments to the proposed rule changes were issued. In addition, several letters were issued that advised of approved changes that would become effective on 7/1/21. The purpose of this circular is to notify the industry of the implementation of Field & Office Manuals Rule 125. Circular C-13738, announced the delay of the rewrite of Field & Office Manuals Rule 125 & the Early Warning System to 6/28/21.

IMPORTANT NOTE: It is recommended that this information be shared with all Car Repair Billing & IT personnel in your company that work with or are responsible for Car Repair Invoices submitted to &/or received from Railinc’s CRB Data Exchange. As originally detailed in C-13796, several new CRB Data Exchange error codes will be created in conjunction with the revisions to Office Manual Rule 112, CRB invoicing time limits. While performing final testing, it was pointed out that error code, 6T, already exists, & as such will be replaced with error code 8T.
