TrinityRail monitors these Circular Letters as they relate to or may impact TrinityRail’s fleet, its customers, its shop network and its manufacturing operations. Subject: Notice to Tank Car Facilities on Revisions to M-1002 App B, Section 2.0

Summary:
The AAR QAC solicited comments on revisions to AAR MSRP, Section J, Specification for Quality Assurance via AAR circulars C-13838 on 8/13/21 & C-13847 on 8/31/21. On 9/30/21, the AAR TCC submitted formal comments which supported many of the revisions proposed by the QAC. Within these comments, TCC also recommended that certain requirements & wording remain unchanged to maintain alignment with M-1002 App.B & the 2019 version of M-1003; & recognized the ongoing efforts of the Auditing Quality Task Force actively working under the direction of the AAR Mechanical Committee. The QAC published circular C-13924 on 1/10/22 implementing revisions to M-1003 with an effective date of 7/1/22, to allow the customary six months for M-1003 programs to be revised. At this time, each M-1003 facility with tank car related activity codes must include the 2019 requirements of M-1003 in their quality assurance program, which remains in effect until 6/30/22. Not later than this date, it is intended that App.B of M-1002 will be revised by the TCC to implement the information indicated herein.

On 3/19/21 AAR published CPC-1376 implementing final action on revisions to Chpt 1 & App.T of the MSRP, Section C-III. Since that release, a single editorial & one amendment have been issued under CPC-1379 & CPC-1386 respectively. The sole purpose of this CPC is to notify the industry that on 3/17/22, during the AAR TCC teleconference, the TCC agreed to amend CPC-1386 as follows: Each facility that performs HLT must incorporate HLT into their NDT program no later than 1/1/23 the date of republication of M-1002 specification. Please note that there are no changes to the implemented final actions on revisions to Chpt.1 or App.T of M-1002 as published in CPC-1376 or CPC-1379.

When a railroads needs to communicate with a foreign railroad’s back office service, a mechanism is required to obtain the EMP address for the foreign railroad’s service. This document describes the Service Registry which is used to provide the EMP address for a domestic or foreign service based on a well-known ‘service name’. The Service Registry is not used for obtaining the EMP address for an asset. This document describes the process & messages used for obtaining the EMP address for a foreign service. The PTCIC of the AAR is publishing DRAFT Standard S-9415.V1.0 – Automated Certificate Update for review & comment. There is a risk of a communication interruption when a certificate expires because message validation using an expired certificate will fail causing the message to be discarded. This document describes the messages & requirements for updating certificates before they expire for interoperable services which require an explicit trust model between partner railroads. Services which require an explicit trust model are critical components in the functioning of both ITC Systems Management operations & PTC Operations with the introduction of version 2 of the PC Security Architecture. The final phase of the proposal will become effective following the July 2022 run of the CRB Data Exchange.
